Express Recruitment are proud to be working with a reputable Local Authority in their search for an experienced Finance Manager. The successful applicant will play a strategic role in the business supporting Operations Managers with their finance functions and therefore they will ideally have experience of working in a small team.

The ideal candidate will be fully AAT or ACCA qualified (or equivalent) and will be able to demonstrate the ability to manage finance tasks using Xero. Due to the nature of the role it is essential that you have experience of using this package.

Roles & Responsibilities

  • Work with the Capital Team Finance Manager to provide additional capacity during a c.9-month transition period under FIP
  • Assist in preparing, reconciling and validating the capital programme to ensure readiness for implementation of a new capital system
  • Reconcile the capital funding position ensuring accuracy and robustness ahead of system and process changes
  • Support the team through year-end closedown activities including capital accounting processes and reporting requirements
  • Lead on implementing new capital monitoring reports and refining capital processes in line with the new operating model

Skills & Experience

  • Fully qualified accountant such as CIPFA, ACA, ACCA or equivalent
  • Significant hands-on experience in local government capital accounting including capital programmes and funding
  • Proven experience of capital reconciliations, year-end closedown and financial reporting in a public sector environment
  • Experience supporting system implementations and embedding new financial processes and controls
  • Strong stakeholder management skills with the ability to work collaboratively in a hybrid environment
